Other factions have to deal with stronger factions from the start (like one of the Roman factions) but have strong units early on that allow them to halt the advance of Rome's legions or Egypt's chariots. Many factions are not that strong in the early part of a game, but have a remote starting position that gives them time to build a strong empire and army. Am sure they wont jsut be making it so its jsut roman legions that take on traits and abilities and skills etc. Where you can also find links to its submod.
